Andhra CM ensures 50% Jobs for SC, ST, BC & Minorities

Hyderabad (Andhra Pradesh): The Chief Minister  Sri N.Kiran Kumar Reddy has reiterated ensuring of above 50 per cent jobs for SC, ST, BC and Minority candidates under “Rajiv Yuva Kiranalu”, which is aimed to provide 15 lakh jobs by next three years. The Chief Minister has stated that one more sub-mission shall be introduced for minority candidates in “Rajiv Education and Employment Mission in Andhra Pradesh” (REEMAP) along with already functioning sub-missions–1.Sub-mission for Rural Employment, 2.Sub-Mission for Urban Slums, 3. Sub-mission for Urban areas, 4. Sub-Mission for placements in Education and 5. Sub-Mission for differently-abled. The Chief Minister has also directed to workout the strategy for the issue of one lakh appointment orders on a single day by the Prime Minister of India Dr.Manmohan Singhji. The Chief Minister has reviewed the progress of “Rajiv Yuva Kiranalu” along with 20 cabinet ministers, Government Whips and senior officials here at camp office, last night. The Chief Minister has also inaugurated the exclusive web-site of “Rajiv Yuva Kiranalu”– ryk.cgg@ap.gov.in–for online registration and other details. Deputy Chief Minister Sri Damodar Rajanarasimha, Panchayat Raj Minister Sri K.Jana Reddy, Finance Minister Sri Anam Ramanarayana Reddy, Medical & Health Minister Dr D L Ravindra Reddy, Major Industries Minister Smt J.Geetha Reddy, Information and Public Relations Minister Smt D.K.Aruna, Housing Minister Sri Kanna Lakshminarayana, Forests Minister Sri Sathrucharla Vijayarama Raju, Women & Child Welfare and IKP Minister Smt Suneetha Lakshma Reddy, Mines and Geology Minister Smt Galla Aruna Kumari, Labour Minister Sri Danam Nagender, Major Irrigation Minister Sri Sudarsan Reddy, Horticulture Minister Sri Ramireddy Venkata Reddy, Social Welfare Minister Sri Pithani Satyannarayana, Tribal Welfare Minister Sri P.Balaraju, B.C.Welfare Minister Sri Baswaraju Saraiah, Civil Supplies Minister Sri D. Sridhar Babu, Municipal Administration Minister Sri M Maheedhar Reddy, Excise Minister Sri Mopidevi Venkataramana Rao, Law Minister Sri Erasu Pratapa Reddy, Council Chief Whip Sri Siva Rami Reddy, Govt. Whip Sri Kondru Murali, RYK Vice-Chairman Prof. K.C.Reddy, senior officials of various departments attended the meeting. The Chief Minister stated that Confederation of Indian Industry (CII) has estimated that 48 lakh workers will be required in Andhra Pradesh alone by 2015 in which unskilled will be 30 to 35 lakhs. Major potential in–Textiles, Construction, Tourism, hospitality, Retail Management, pharmaceuticals, Bio-tech etc. To provide 15 lakh jobs to youth an higher umbrella–”Rajiv Education and Employment Council in Andhra Pradesh”(REECAP) is constituted with Chief Minister as Chairman, Members–9 cabinet Ministers, 9 Principal Secretaries and 10 eminent industrialists and academia. It will provide the macro policy environment and guidance. To ensure the implementation of RYK in Mission mode –the REEMAP is constituted and functioning through 5 sub-missions. The strategy for implementation: time bound, mission mode implementation plan., identification of the jobs before starting job specific trainings and trainings leading to placements in industry., quantitative, qualitative targets disaggregated to each district upto 2015., adequate funding through–Government of Andhra Pradesh, Government of India and Industry partnership., detailed implementation and monitoring arrangements leveraging IT infrastructure in AP., Third party evaluation and quality control to avoid duplication and post placement follow-up for continuous monitoring. The Officials informed the meeting that the work done so far –sub-mission wise and district-wise broad implementation strategy, client groups and targets and the fund requirement worked out., efforts to prepare common RYK portal, data-base of job seekers and employment opportunities under progress and the Centre for Good Governance is the service provider., detailed instructions were issued to all District Collectors on implementation strategy and the action plan to achieve to issue one lakh appointment orders by December 2011. The Officials informed that the following targets have been fixed –EGGM –8.18 lakhs., Employment & Training–2.91 lakhs., MEPMA–3.98 lakhs., Technical Education–0.17 lakhs and Disabled welfare–0.11 lakhs., total about 15.35 lakhs. The Chief Minister has instructed to conduct Regional workshops on RYK– on 12th October at Tirupati for Rayalaseema districts, Nellore, Prakasam and Guntur., on 14th at Visakhapatnam for Srikakulam to Krishna districts and on 18th at Hyderabad for Hyderabad, RR dist and Telangana districts. The Chief Minister has also directed to evolve appropriate strategy by including various suggestions made by the Ministers in this meeting. The Chief Minister has said that the Government of India is providing Rs.120 crores for skill development for youth for Adilabad and Khammam districts under Left-wing Extremism affected districts and request is being made to central government to extend it to another six districts like Srikakulam, Vizianagaram, Visakhapatnam, Warangal etc. The Chief Minister has also informed that Rs.1500 crores will be mobilised for the effective implementation of the RYK in the next three years.
